<p>&nbsp;I have already had to pay for one full year of homeowners insurance already?</p>
<p>Why do I need to come up with more money for closing?</p>
<p>That is a common comment or question from many Metro Detroit first time home buyers. Whether you are Buying Livonia real estate or a Farmington home it's the same.</p>
<p>&nbsp;To explain it simply..... An escrow account is essentially a savings account set up by your mortgage company to make sure your property tax and insurance money is there when it comes due.</p>

<p>You can't give an IOU for taxes.</p>
<p>In the Metro Detroit area we have two taxes a winter tax and a summer tax. The winter tax is due Dec 1 and it covers from Dec 1 until November 30 of the next year. The summer tax is due July 1 and covers until June 30 next year.</p>
<p>So basically you need to set up your "savings account" for property taxes and home owner insurance so the mortgage lender can pay your bill when it comes due. That's why you need to bring money to the closing to set up your escrow account.</p>

<p>The city of Livonia, through the federal Community Development Block Grant Program, has implemented a program designed to provide financial assistance to low and moderate income homeowners; to assist in bringing their place of residence up to code and correct items affecting the health and safety of the residents. Depending on the type of repair, loans can range from $1,500 to $15,000.</p>
<p><strong><span style="text-decoration: underline;">The Process</span></strong></p>
<p>Anywhere from 3-5 licensed and insured Inspectors from the City of Livonia&rsquo;s Electrical, Plumbing and Heating Departments will be out to certify homes in need of these repairs. Once the walk through is completed and the home has been thoroughly inspected, the Community Development Staff and Housing Specialist will write a proposal, detailing the work to be done. The office of Community development will take the lowest responsible bid, sign a contract with the workers and the repairs will begin.</p>

<p>City of Livonia residents who:<br />1) Own and occupy their home&nbsp; (Land contracts are not permitted),<br />2) Meet the current income guidelines as determined by HUD<br />3) Have property taxes and water bills paid to date,<br />4) Have current homeowner&rsquo;s insurance,<br />5) Have assets that equal less than $50,000.00&nbsp; (Not including home and&nbsp;&nbsp;&nbsp; car).&nbsp;</p>

<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">The <a href="http://www.realtor.org/"><font color="#800080">National Association of REALTORS&reg;</font></a> has published the results of its quarterly sales survey and found that the median home price continues to rise in most metropolitan areas.<span style="mso-spacerun: yes">&nbsp; </span>The median is a typical market price &ndash; meaning half of all homes sold for more, and half of all homes sold for less.<o:p></o:p></span></p>

<p class="MsoNormal" style="MARGIN: 0in 0in 0pt"><span style="FONT-SIZE: 10pt; FONT-FAMILY: Arial">Lawrence Yun, NAR chief economist, said the data underscores the fact that all real estate is local.<span style="mso-spacerun: yes">&nbsp; </span>&ldquo;Some metro areas are hot, while others are experiencing localized problems,&rdquo; he said.<o:p></o:p></span></p>

Sale prices in <strong>Wayne County </strong>continued to drop in November 2007 when compared with November 2006.&nbsp; The average sales price was down 22% this November, while the median price dropped a dramatic 54%.&nbsp; The average market times remained the same from last year to this year.</font></font></p>
